limits.h: provide PATH_MAX

Browse Source 
- stdio.h: define FILENAME_MAX to PATH_MAX
- stdio.h, stdio.inc: increase FILENAME_MAX/PATH_MAX for Atari
  (For DOSes with subdirectory support.)
