Implement encoder methods getJumpTargetOpValue and getBranchTargetOpValue for jmptarget and brtarget Mips tablegen operand types in the code emitter for old-style JIT. Rename the pc relative relocation for branches - new name is Mips::reloc_mips_pc16.
