[PowerPC] Minor cleanup in PPCELFObjectWriter::getRelocTypeInner

This just re-sorts the big switch statement in
PPCELFObjectWriter::getRelocTypeInner to follow
the (numerical) order of the reloc types, and
fixes a couple of whitespace issues.
