Remove MCELFObjectTargetWriter::adjustFixupOffset hack

Browse Source 
Now that PowerPC no longer uses adjustFixupOffset, and no other
back-end (ever?) did, we can remove the infrastructure itself
(incidentally addressing a FIXME to that effect).
