[ARM] [MC] Refactor the constant pool classes
ARMTargetStreamer implements ConstantPool and AssmeblerConstantPools to keep track of assembler-generated constant pools that are used for ldr-pseudo. When implementing ldr-pseudo for AArch64, these two classes can be reused.
