PlaceSafepoints: use IRBuilder helpers
Use the IRBuilder helpers for gc.statepoint and gc.result, instead of coding the construction by hand. Note that the gc.statepoint IRBuilder handles only CallInst, not InvokeInst; retain that part of hand-coding.
