per-function subtarget.
Currently, code-gen passes the default or generic subtarget to the constructors
of MCInstPrinter subclasses (see LLVMTargetMachine::addPassesToEmitFile), which
enables some targets (AArch64, ARM, and X86) to change their instprinter's
behavior based on the subtarget feature bits. Since the backend can now use
different subtargets for each function, instprinter has to be changed to use the
per-function subtarget rather than the default subtarget.
This patch takes the first step towards enabling instprinter to change its
behavior based on the per-function subtarget. It adds a bit "PassSubtarget" to
AsmWriter which tells table-gen to pass a reference to MCSubtargetInfo to the
various print methods table-gen auto-generates.
I will follow up with changes to instprinters of AArch64, ARM, and X86.

We were passing the scratch buffer address to the shaders via user sgprs,
but now we use external symbols and have the driver patch the shader
using reloc information.

The backend now assumes that all immediates are integers. This allows
us to simplify immediate handling code, becasue we no longer need to
handle fp and integer immediates differently.

This implements a solution for constant initializers suggested
by Vadim Girlin, where we store the data after the shader code
and then use the S_GETPC instruction to compute its address.
This saves use the trouble of creating a new buffer for constant data
and then having to pass the pointer to the kernel via user SGPRs or the
input buffer.

into their new header subdirectory: include/llvm/IR. This matches the
directory structure of lib, and begins to correct a long standing point
of file layout clutter in LLVM.
There are still more header files to move here, but I wanted to handle
them in separate commits to make tracking what files make sense at each
layer easier.
The only really questionable files here are the target intrinsic
tablegen files. But that's a battle I'd rather not fight today.
I've updated both CMake and Makefile build systems (I think, and my
tests think, but I may have missed something).
I've also re-sorted the includes throughout the project. I'll be
committing updates to Clang, DragonEgg, and Polly momentarily.
