We had a MCAsmInfoCOFF, but no common class for all the ELF MCAsmInfos before.

Move some parts of TargetAsmInfo down to MCAsmInfo. This is not the greatest
solution but it is a small step towards removing the horror that is
TargetAsmInfo.
