3ff0abfaab R600: Rework subtarget info and remove AMDILDevice classes 
This should simplify the subtarget definitions and make it easier to
add new ones.

b0b1a7feee R600: Add an explicit default processor 
This is for the case when no processor is passed to the backend.  This
prevents the

'' is not a recognized processor for this target (ignoring processor)

warning from being generated by clang.
