R600/SI: Fix asam errors in SIFoldOperands
...
We were trying to fold into implicit uses, which led to out of bounds
access of the MCInstrDesc::OpInfo arrray.

R600/SI: Add pattern for bitcasting fp immediates to integers
...
The backend now assumes that all immediates are integers. This allows
us to simplify immediate handling code, becasue we no longer need to
handle fp and integer immediates differently.

program size, which can hurt performance.

This allows folding of sequences like:
s[0:1] = s_mov_b64 4
v_add_i32 v0, s0, v0
v_addc_u32 v1, s1, v1
into
v_add_i32 v0, 4, v0
v_add_i32 v1, 0, v1
