For now this is restricted to fixed-length comparisons with a length
in the range [1, 256], as for memcpy() and MVC.

reimplement memcpy/memmove/memset lowering to use MachinePointerInfo
...
instead of srcvalue/offset pairs. This corrects SV info for mem
operations whose size is > 32-bits.

Move EmitTargetCodeForMemcpy, EmitTargetCodeForMemset, and
