Pawel Wodnicki 077cee586e Merging r168186: into the 3.2 release branch.

InstructionSimplify should be able to simplify A+B==B+A to 'true'
but wasn't due to the same logic bug that caused PR14361.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
