Craig Topper 1299ae2403 [X86] Make isel select the shorter form of jump instructions instead of the long form.

The assembler backend will relax to the long form if necessary. This removes a swap from long form to short form in the MCInstLowering code. Selecting the long form used to be required by the old JIT.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
