Evan Cheng 4350eb86a7 Add TargetInstrInfo::isSafeToMoveRegisterClassDefs. It returns true if it's safe to move an instruction which defines a value in the register class. Replace pre-splitting specific IgnoreRegisterClassBarriers with this new hook.
