David Majnemer dcf39d2586 InstCombine: Restore optimizations lost in r210006 ...

This restores our ability to optimize:
(X & C) == 0 ? X ^ C : X  into  X | C
(X & C) != 0 ? X ^ C : X  into  X & ~C
