Robin Morisset 8e2b2ae80e [Power] Use lwsync for non-seq_cst fences
Summary:
hwsync is only required for seq_cst fences, acquire and release one can use
the cheaper lwsync.

Test Plan: Added some cases to atomics.ll + make check-all

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
