Eli Bendersky a0c9e11a2b Add more wrappers for symbol APIs to the C API.

This represents some of the functionality we expose in the llvmlite Python
binding.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
