Jiangning Liu e65c40320b Create macro INITIALIZE_TM_PASS. ...

Pass initialization requires to initialize TargetMachine for back-end
specific passes. This commit creates a new macro INITIALIZE_TM_PASS to
simplify this kind of initialization.
