Earlier when the code was in InstCombine, we were calling the version of ComputeNumSignBits in InstCombine.h that automatically added the DataLayout* before calling into ValueTracking. When the code moved to InstSimplify, we are calling into ValueTracking directly without passing in the DataLayout*.
