	The VNInfo::HAS_PHI_KILL is only half supported. We precompute it in LiveIntervalAnalysis, but it isn't properly updated by live range splitting and functions like shrinkToUses(). It is only used in one place: RegisterCoalescer::removeCopyByCommutingDef().
