Chandler Carruth c1a0af1bd3 Remove 'check-dg', a wrapper around 'check-local-dg' which was just

nuked.

Add a comment that the 'check-lit' rule is really just a legacy of
having two test runners.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
