Reid Spencer c371984598 Some minor upgrades

* Convert "cmp" usage to $(CMP)
* Convert "cp" usage to $(CP)
* Fix some build messages to reflect what's actually going on
* Add a "reconfigure" target for forcing a reconfigure. Helps with testing
  things like Chris's recent changes.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level 
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
