Yaron Keren 9ee14e3522 Added isTargetWindowsMSVC(), renamed isTargetMingw() to isTargetWindowsGNU() ...

and isTargetCygwin() to isTargetWindowsCygwin() to be consistent with the
four Windows environments in Triple.h.
