Chad Rosier cde6650bd0 Revert r153423 as this is causing failures on our internal nightly testers.

Original commit message:
Use the new range metadata in computeMaskedBits and add a new optimization to
instruction simplify that lets us remove an and when loading a boolean value.

Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
