Reid Spencer dee05112a6 Build llvm-config into the ToolDir not in the local directory. This makes

it more likely to be in a developer's path and consistent with all the
other tools.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level 
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
