Add ADT/IntEqClasses.h as a light-weight implementation of EquivalenceClasses.h.
This implementation already exists as ConnectedVNInfoEqClasses in LiveInterval.cpp, and it seems to be generally useful to have a light-weight way of forming equivalence classes of small integers.
