CMake: Renamed LLVM_ENABLE_ASSERTS to

LLVM_ENABLE_ASSERTIONS. Fine-tuned the logic that controls the
definition of NDEBUG and _DEBUG macros.

Thanks to Jay Foad for this suggestions.
