IR: Expose the method 'getLocalSlot' in the module slot tracker.

This commit publicly exposes the method 'getLocalSlot' in the
'ModuleSlotTracker' class.

This change is useful for MIR serialization, to serialize the unnamed basic
block and unnamed alloca references.
