Add GetCurrentDirectory back.

It looks like clang-tools-extra/unittests/cpp11-migrate/TransformTest.cpp
depends on the behaviour of the old one on Windows. Maybe a difference
between GetCurrentDirectoryA and GetCurrentDirectoryW?
