Provide InitializeAllTargets and InitializeNativeTarget functions in the

Browse Source 
C bindings.  Change all the backend "Initialize" functions to have C linkage.
Change the "llvm/Config/Targets.def" header to use C-style comments to avoid
compile warnings.
