Merge InstrTypes.cpp into this file
Adjust to changes in the User class, operand handling is very different. PHI node and switch statements must handle explicit resizing of operand lists. git-svn-id: https://llvm.org/svn/llvm-project/llvm/trunk@19891 91177308-0d34-0410-b5e6-96231b3b80d8
