start of a filename, not a filename+length. All clients can produce a
null terminated name, and the system api's require null terminated
strings anyway.

Remove exception throwing/handling from lib/Bytecode, and adjust its users
to compensate for changes in the interface.

Move include/Config and include/Support into include/llvm/Config,
include/llvm/ADT and include/llvm/Support. From here on out, all LLVM
public header files must be under include/llvm/.
