370b78d795 Move target-specific logic out of generic MCAssembler. 
Whether a fixup needs relaxation for the associated instruction is a
target-specific function, as the FIXME indicated. Create a hook for that
and use it.

3e74d6fdd2 Move TargetRegistry and TargetSelect from Target to Support where they belong. 
These are strictly utilities for registering targets and components.
