Don't use PassInfo* as a type identifier for passes. Instead, use the address of the static

Create Generic DOTGraphTraits Printer/Viewer

Move the DOTGraphTraits dotty printer/viewer templates, that were developed for
the dominance tree into their own header file. This will allow reuse in future
passes.
