Privatize part of the leak detector mechanism, which turned out to be heavily contended

when trying to run opt in parallel. This lets parallel opt crunch 403.gcc in about a third
of the time.

Move include/Config and include/Support into include/llvm/Config,
include/llvm/ADT and include/llvm/Support. From here on out, all LLVM
public header files must be under include/llvm/.
