Only 1 decimal place should be printed for inline immediates.
Other constants should be hex constants.
Does not include f64 tests because folding those inline
immediates currently does not work.

Use i32 instead of specifying SReg_32. When this is
the pseudo INDIRECT_BASE_ADDR, this would give a bogus
verifier error.

This didn't work for any integer vectors, and didn't
work with some sizes of float vectors. This should now
work with all sizes of float and i32 vectors.
