Bob Wilson	a96751fc8f	Provide InitializeAllTargets and InitializeNativeTarget functions in the C bindings. Change all the backend "Initialize" functions to have C linkage. Douglas Gregor	1555a23335	Introduce new headers whose inclusion forces linking and initialization of all targets (InitializeAllTargets.h) or assembler printers (InitializeAllAsmPrinters.h).
