When emitting optimization remarks, we test for the presence of
instruction locations by testing for a valid llvm.dbg.cu annotation.
This is slightly inefficient because we can simply ask whether the
debug location we have is known or not.
Additionally, if my current plan works, I will need to remove the
llvm.dbg.cu annotation from the IL (or prevent it from being generated)
when -Rpass is used without -g. In those cases, we'll want to generate
line tables but we will want to prevent code generation from emitting
DWARF code for them.
Tested on x86_64.

Summary:
This patch moves the handling of -pass-remarks* over to
lib/DiagnosticInfo.cpp. This allows the removal of the
optimizationRemarkEnabledFor functions from LLVMContextImpl, as they're
not needed anymore.

Summary:
This adds two new diagnostics: -pass-remarks-missed and
-pass-remarks-analysis. They take the same values as -pass-remarks but
are intended to be triggered in different contexts.
-pass-remarks-missed is used by LLVMContext::emitOptimizationRemarkMissed,
which passes call when they tried to apply a transformation but
couldn't.
-pass-remarks-analysis is used by LLVMContext::emitOptimizationRemarkAnalysis,
which passes call when they want to inform the user about analysis
results.
The patch also:
1- Adds support in the inliner for the two new remarks and a
test case.
2- Moves emitOptimizationRemark* functions to the llvm namespace.
3- Adds an LLVMContext argument instead of making them member functions
of LLVMContext.

Summary:
This patch adds backend support for -Rpass=, which indicates the name
of the optimization pass that should emit remarks stating when it
made a transformation to the code.
Pass names are taken from their DEBUG_NAME definitions.
When emitting an optimization report diagnostic, the lack of debug
information causes the diagnostic to use "<unknown>:0:0" as the
location string.

Summary:
The sample profiler pass emits several error messages. Instead of
just aborting the compiler with report_fatal_error, we can emit
better messages using DiagnosticInfo.
This adds a new sub-class of DiagnosticInfo to handle the sample
profiler.

With C++11 we finally have a standardized way to specify atomic operations. Use
them to replace the existing custom implemention. Sadly the translation is not
entirely trivial as std::atomic allows more fine-grained control over the
atomicity. I tried to preserve the old semantics as well as possible.

This reapplies r197438 and fixes the link-time circular dependency between
IR and Support. The fix consists in moving the diagnostic support into IR.
The patch adds a new LLVMContext::diagnose that can be used to communicate to
the front-end, if any, that something of interest happened.
The diagnostics are supported by a new abstraction, the DiagnosticInfo class.
The base class contains the following information:
- The kind of the report: What this is about.
- The severity of the report: How bad this is.
This patch also adds 2 classes:
- DiagnosticInfoInlineAsm: For inline asm reporting. Basically, this diagnostic
will be used to switch to the new diagnostic API for LLVMContext::emitError.
- DiagnosticStackSize: For stack size reporting. Comes as a replacement of the
hard coded warning in PEI.
This patch also features dynamic diagnostic identifiers. In other words plugins
can use this infrastructure for their own diagnostics (for more details, see
getNextAvailablePluginDiagnosticKind).
This patch introduces a new DiagnosticHandlerTy and a new DiagnosticContext in
the LLVMContext that should be set by the front-end to be able to map these
diagnostics in its own system.
