Move the system dependent portion to lib/System/*/Alarm.inc. This makes the
SlowOperationInformer platform independent.

Move include/Config and include/Support into include/llvm/Config,
include/llvm/ADT and include/llvm/Support. From here on out, all LLVM
public header files must be under include/llvm/.

return value from signal() (which should be the same type; it's just not
typedef'd).
This fixes the build on Solaris.
