2761fc4270 MC: Move target specific fixup info descriptors to TargetAsmBackend instead of 
the MCCodeEmitter, which seems like a better organization.
 - Also, cleaned up some magic constants while in the area.

e04ed7e45f Define generic 1, 2 and 4 byte pc relative relocations. They are common 
and at least the 4 byte one will be needed to implement the .cfi_* directives.

8d31de6268 make getFixupKindInfo return a const reference, allowing 
the tables to be const.  Teach MCCodeEmitter to handle
the target-indep kinds so that we don't crash on them.
