Evan Cheng 0e6a052331 Sink getDwarfRegNum, getLLVMRegNum, getSEHRegNum from TargetRegisterInfo down
to MCRegisterInfo. Also initialize the mapping at construction time.

This patch eliminate TargetRegisterInfo from TargetAsmInfo. It's another step
towards fixing the layering violation.
