Dan Gohman 7714285efd Change ConstantFoldConstantExpression to accept a null ... TargetData pointer. The only thing it's used for are calls to ConstantFoldCompareInstOperands and ConstantFoldInstOperands, which both already accept a null TargetData pointer.
