Jan Wen Voung 87a61e97b7 Move TargetLibraryInfo data from two files into one common .def file.
Summary:
This makes it more obvious that the enum definition and the
"StandardName" array is in sync. Mechanically refactored w/ a
python script.

Test Plan: still compiles
