Anton Korobeynikov 2b02b43eb8 Provide magic define on mingw to not generate inline variants of ctyper functions.
Otherwise we'll end with random cyclic deps between libraries due to this.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
