LLVM backend for 6502

Rafael Espindola 2be8ab4603 Enable building LTO on WIN32.
Enable building the LTO library (.lib and.dll) and llvm-lto.exe on Windows with
MSVC and Mingw as well as re-enabling the associated test.

Patch by Greg Bedwell!

Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

assistance with LLVM, and in particular docs/GettingStarted.rst for getting
