Chris Bieneman 3a143ce2e7 Removing the static destructor from ManagedStatic.cpp by controlling the allocation and de-allocation of the mutex.

This patch adds a new llvm_call_once function which is used by the ManagedStatic implementation to safely initialize a global to avoid static construction and destruction.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
