Eli Bendersky 4046db0cdb Teach LoopUnrollPass to respect loop unrolling hints in metadata.
[This is resubmitting r210721, which was reverted due to suspected breakage
which turned out to be unrelated].

Some extra review comments were addressed. See D4090 and D4147 for more details.

The Clang change that produces this metadata was committed in r210667

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
