Chris Lattner 477ef6d8cb Pull latency information for target instructions out of the latency tables. :)

Only enable this with -use-sched-latencies, I'll enable it by default with a
clean nightly tester run tonight.

PPC is the only target that provides latency info currently.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
