Allocator instances can now be created by calling createPBQPRegisterAllocator. Tidied up use of CoalescerPair as per Jakob's suggestions. Made the new PBQPBuilder based construction process the default. The internal construction process remains in-place and available via -pbqp-builder=false for now.
