Tobias Grosser 56029271f9 Make coff-dump.py executable and add python as executable for this script. 
This fixes the MC/COFF/basic-coff.ll test case.

This directory contains scripts which are used by the TestRunner style
tests, which allows them to be simpler and more direct.
